The analysis points out that both direct and indirect regulations lead to the adoption of efficient technology. Yet, only the indirect regulations can determine a price system which reflects the total cost of pollution, while direct regulations have to be supplemented by indirect regulations to determine an efficient price system. In particular, direct regulations concerning the adoption of processes to abate pollution should be completed by taxes which impose the burden of the damage that can not be eliminable to the polluters and direct regulations on productive processes with low impact on environment should be completed by taxes which imposes the burden of unforeseeable damage to the polluters.
